Quantitative expansion of African third level educational institutions has been impressive over the past two decades. From 1960 to 1970 expansion was at an annual average rate of 10.1% and from 1970 to 1976, it increased to 12.2% per annum. However, in terms of quality of output, i.e. areas of specialization in relation to needs for socio-economic and technological development, the results have been disappointing. Enrolments have been heavily biased towards liberal arts and the humanities, and engineering scientific and related disciplines only have modest accommodation. If African third level educational institutions should live up to their responsibilities and face the new challenge of development, they should as a matter of urgency begin overhauling their curricula, course offerings and subject structures, reforming their teaching methods, expanding their research and development programmes so that they meet needs of industry, and explore all possible short cuts to providing urgently needed skills in the shortest time possible.
