In this short report an attempt has been made to present the
achievements of the AHSCP up-to-date and the problems encountered in
its implementation. It is obvious from the contacts established with
donors that there is sufficient interest in financing projects under
the programme but that African Governments will have to give high
priority to these projects in their negotiations with the donor
countries if projects under the AHSCP are to get off the ground. There
is the need to emphasize again as mentioned in paragraphs 16 and 20
that faults in communications have caused serious delays in negotiations
with donors. The CCU and ECA can help in these negotiations if timely
replies to queries are given by participating countries and project
proposals and requests are submitted promptly. It should be noted
that the final decision regarding funding will be taken by the donors.
The CCU and ECA will to the extent possible assist in these negotiations.
