The importance of multinational Co-operation and collective slef-reliance as a key strategy for economic development and independence has been given the special Emphasis it deserves by the Economic Commission for Africa (ECA) and the organization of African Unity (OAU) in several resolutions and recommendations passed at their various sessions. It will be noted for example that the seventh extraordinary session of OAU Council of Ministers, held in Kinshasa in December 1978, stressed the significance of co-operative action in Africa and reaped various programs, and mechanisms for aerating economic co-operation. The fourth EGA conference of Ministers and the thirteenth session of the mission on the other hand, recognizing the urgency of multinational co-operation and the need to integrate national socio-economic activities and policies in sub-regional and regional programs through, inter alia, collective action by groups of countries and the continuous participation of the ECA in the formulation implementation of multinational projects at the grassroots, directed by means of resolution 311 (XIXI) adopted in March 1977 to this effect that ECA multinational Programming and Operational Centers (MULPOCs) should be established in Africa at sub-regional levels.
