In May 1993, the ECA Conference of Ministers responsible for Economic and Social Development
and Planning adopted the African Strategies for the implementation of Agenda 211 by its resolution
744 (XXVIII). This took into account the African Common Position which was Africa's input to the
deliberations at the United Nations Conference on Environment and Development (UNCED), held in Rio
de Janeiro, Brazil in June 1992. The African Strategies turned Agenda 21 into its regional dimensions and provided, with other
African government policy pronouncements on environment, for the new policy and programme orientation
of the African Ministerial Conference on the Environment (AMCEN), the key African regional intergovern
mental institution on environment and development matters. AMCEN plays a major role in charting out,
in close consultation with the relevant ministries, procedures for integrating environment into development
planning, programme implementation, monitoring and evaluation
