The following member States were represented at the Conference: Algeria, Angola, Benin, Burundi, Cape Verde, Central African Empire, Congo, Djibouti, Egypt, Ethiopia, Gabon, Ghana, Guinea, Guinea-Bissau, the Ivorv Coast, Kenya, Lesotho, Liberia, Libyan Arab Jamahiriya, Malawi, Mauritania, Morocco, Mozambique, the Niger, Nigeria, Rwanda, Senegal, Sierra Leone, Sudan, Swaziland, Togo, Tunisia, United Republic of Cameroon United Republic of Tanzania, the Upper Volta, Zaire and Zambia. Representatives of the following international and intergovernmental organizations also attended the Conference.
