The study is based on extensive review of literature on regional and sub-regional economic groupings and cooperation, and particularly the flow of direct investments among developing countries and the activities of multinational industrial enterprises (MIEs) emerging from these countries. The review and analysis of the literature has been supplemented by discussions and interviews with relevant officials of UNECA in Addis Ababa and PTA in Lusaka. The report is presented in six main parts. In addition to the introduction (part 1) which gives the background of the study, part 2 discusses justifications and benefits of establishing Multinational Industrial Enterprises (MIEs) within PTA, part 3 reviews the provisions of PTA Charter on MIEs, and part 4 analyses the problems and constraints in establishing and operating MIEs in Africa. Part 5 reviews the experiences and alternative approaches in promoting Mmes in other developing countries while part 6 contains suggested guidelines in promoting MIEs in PTA.
