The study was conducted during the period of 12 to 20 January, 1976. To obtain an understanding of the problems to be met, various background materials were reviewed and seventeen key staff members were consulted, including the Executive Secretary. various developments have contributed to the need for a revised structure for the secretariat of the Economic Commission for Africa if it is to be in the best position to meet the economic and social development needs of the region. These include those developments that are common to the entire developing world, such as are embraced in the concept of the new economic order. The objective of the new economic order was first formulated in resolutions of the Sixth Special Session of the General Assembly and was further elaborated by the Economic and Social Council at its fifty-ninth session and by the General Assembly at its Seventh Special Session in 1975.
