The guideline primarily covers the African NGOs since there are enough of them for the northern or non-indigenous NGOs. The scope is limited to the role of African NGOs, which have been engaged in the
developement of the rural sector of Africa and not in relief operations. The guideline is, therefore, not concerned with their administrative procedures and financial rules and regulations. Similarly, the guide lines do not cover any organization. which is either under the tutelage or effective control of a Government. For, an NGO, by definition, has to be an authentic autonomous organization. The guideline is in to two parts. Part I briefly covert the activity and experience of Indigenous NGO, in several countries. They are indeed varied and covers a wide range of sectoral activities. Part I as has already been stated provide the bases for (optimistically) pragmatic guidelines in part II.
