ECA and CSOs : a framework for partnership

The continuing decline in the economies of many African countries has
spurred a significant shift in development orientation and the introduction
of wide-ranging reforms for coping with the enormous development
challenges of the region. This has led to a reappraisal of the role of the
State. Today, the State is viewed less as a direct producer of goods and
more as an institution that provides an environment that is conducive to
economic growth. This shift in orientation brought with it a renewed
recognition of the role of non-state actors, most importantly, the civil
society sector.
