Any study of manpower development policies and cooperation in Southern Africa must be cognizant of the historical legacy of migration in the sub region over the past century, the international instruments on migration, particularly those of the United Nations that govern the movement of people, the impact of open markets (liberalization) on national policy formulation and the institutional arrangements of subregional economic integration groupings and their policies on free movement of people. Furthermore manpower development policies and strategies should be construed within the broader framework of macro-economic policies which in the case of Southern Africa were hitherto restrictive but are opening up now. Restrictive policies in the past, constrained employment growth regardless of labour market policies. But during the post-apartheid period, South Africa has experienced massive emigration of various categories of skills at a rapid rate. This has taken place at a time when population and labour force growth has outpaced employment and productivity growth.
