The problem of economic relations between the European Economic Community and Africa is almost a closed book in Europe, and in Africa, despite interminable negotiations on the issue, the general public and even supposedly “well-informed" circles seem equally in the dark, as to what is involved. And yet this is an issue which may well determine the fate of the continent for a long time to come.
