What elements of structural changes are likely to be critical in operationalising a neo-radical strategy of employment promotion? The most critical appear to include: access to public services, human investment; productive assets (including inputs as well as fixed assets); planned mobilization and a allocation of surplus above social subsistence; income and prices (personal purchasing power and productive unit surpluses) determination; fiscal policy; decentralization of directly productive and related governmental activity; technological and technical shifts to support other initiatives; demand pattern alteration.
