In the set-up of planning for social sectors the role of education in the economic and social development of a country has already gained ground. The position of health is still not very clear in the current history of development planning and very often its' program have been identified with educational programs. Furthermore, health or health expenditures are included in the services sector in national accounting and the immediate connotation of health has been in the nature of consumption rather than investment - an approach which is basically traditional, since investment has been defined and accepted as only the expenditures for/on the production of physical capital goods.
