Strategies of the north and strategies of the south: some assumptions for Africa

The starting point for considering the strategies of Africa and the possible reaction of the North to those strategies can be provided by the three sets of scenarios outlined in the preparatory text for the conference. Scenarios involving projection of the trends observed in the period 1950-75; Scenarios based on an unequal hut new international division of labour; Scenarios of self-reliant development. This convergence of national strategies during the period of national liberation struggle has not been extended by a convergence of development models sketched out during the sixties. On the contrary in every African region very varied experiences are taking place, and the contrast between Guinea and Ivory Coast is only equaled by that between Algeria and Tunisia etc. There are many attempts at coordination between countries that adopted similar development models, or, within the same region, between countries that adopted different development models, but they remain at best embryo and fragile.
