Societal development is a long-term process, with a certain inter-generational dimension. There is also a need to look at societal development as a multi-faceted, participatory programme, which will require the activation of all societal and governmental structures at local, national, regional and global levels.
In this general Introduction of the Program on Human Resource Planning in Africa we shall first take a long distance look at comprehensive planning for accelerated development. We shall see development t planning from a perspective viewpoint so as to comprehend the totality of what it is that is being planned, for what purposes and some ways and means for doing so. The collective discussion have been divided into three parts. Part one will include brief review on concepts of social planning and economic, planning. In Part two, the selection of goals, objectives for which developmental planning takes place, will be considered. The ways and means for carrying on the planning of 'society is covered in part three.
