Mining aid tourism and resource bases for a development strategy is the nature of economic development that determines the spatial system. Thus, for example, an entrnally propelled development strategy leads to a system of "Primate" or, preferably, "Predatory" cities located on the coasts and on whom a dendritic transportation network will be based. These predatory cities will not act as "poles of growth" but only as the conveyor belts to aid in the immizerization of the rural areas around them, and the marginalization of a large segment of the nations' population.
