In this brief discussion of the subject before us, it seems more useful to depart from what may be called conventional- treatment. Instead of discussing the genesis of public enterprises, existing arrangements fend practices, the role they play in national development, etc., suggesting improvements along the way, it might be more productive and fruitful to lay stress and project their place or what they should be doing in the process of planning and plan implementation. It is proposed to suggest some changes for the better in obviously critical areas, for your consideration. The findings conclusions, and recommendations of the said seminar on Administrative Framework for Development, as embodied in the resulting Manual on Administration for Development, are the main basis of the proposals made hereunder.
