The first West African Transport Conference was held at Monrovia, Liberia, from 23 to 27 October 1961. This Conference had its origin in resolution 32 (III) adopted on 16 February 1961 at the 51st meeting of the Economic Commission for Africa (ECA) during its third session held at Addis Ababa. the Commission, recognizing the need for concerted action in the West African sub-region and the urgent necessity for a comprehensive intra-African transport network, as well as for effective links between the various countries in the West African sub-region, requested that as a first step towards such a goal a meeting of Ministers of Transport and/or Works be convened in 1961.
