The 2003 Conference, discussed the principle of mutual accountability and policy coherence, and encouraged ECA to further develop, jointly with the OECD, a ground-breaking framework for joint reviews of development effectiveness.This Prospectus consists of four chapters. The first chapter provides an overview of ECA and briefly outlines me modalities deployed implement our work programme. In the second chapter, we provide a snapshot of six key priority programmatic activities for 2003-2005 and describe three strategies for making that work more effective partnership knowledge baring and support for sub-regional Activity discussion of the key element of our Institutional strengthening Programme (ISP) appears in the third chapter. The last chapter provides the structure of our budget. present our extra-budgetary funding requirement for 2003-2005. and highlights the resource gap we are seeking to fill
