In several rounds of multilateral trade negotiations, African countries expressed concerns about their inability to participate effectively in the process due to lack of adequate domestic capacity in trade policy and negotiations. They have also stressed that capacity constraints are among the factors inhibiting their ability to integrate fully into the world trading system and reap the benefits of global economic integration. The meeting provided an opportunity for African countries to form negotiating objectives and strategies on trade issues discussed at the Fourth WTO Ministerial Conference held in Doha, Qatar, in November 2001. Several trade issues of interest to African countries, slated for discussion at the Fifth WTO Ministerial Conference, were examined at the meeting. The issues fall under the following sub-themes: Trade in Agriculture; Trade in Services; Market Access for Non-Agricultural Products; Trade Related Intellectual
Property Rights; New WTO Working Groups on Trade, Debt, and Finance; Singapore Issues; Regional Trade Agreements; Special and Treatment; WTO Accession Issues; Small Economies; and Capacity Building in Africa for Trade and WTO-Related Issues. After days of careful analyses and debates on the issues, key recommendations were made on each sub-theme.
