This strategy must be seen in the context of the Plan of Action for the Integration of Women in Development in Africa, originally spelled out in 1974, as well as the 1980 World Conference for the United Nations Decade for Women (UNDW) theme of "Equality, Development and Peace" and sub theme of "Employment, Health and Education." It will benefit from the experience gained in efforts to implement the Plan in the first half of the Decade.
