Although Africa has an abundance of commercial energy resources, they are not uniformly distributed by form and location. Therefore, promoting regional cooperation
and integration through energy pooling and cross-border energy flows would help to minimize the cost of supply as a result of economies of scale. regional approach to energy resources development would also enhance reliability and security of supply. Currently, there is only one operational power pool in Africa, namely the Southern African Power Pool (SAPP).
