The first meeting of the Conference of Ministers of African least developed countries (LDCs) was held in Addis Ababa, from 27-30 July 1981 under the distinguished chairmanship of Honorable K.A. Malima, Minister of planning and Economic Affairs of the United republic of Tanzania. On the representation of some state members of the United Nations which are not LDCs, the conference decided that only African LDCs should participate in order to ensure that African LDCs have ample opportunities to discuss their common problems. The conference of Ministers of Least Developed African Countries is a subsidiary organ of the ECA Conference of Ministers, other state members of the Commission will have the opportunity to consider the reports of the conference at the commission level. The main purpose of the conference is to finalize, adopt and support the substantial new programme of action for the 1980s for the least-developed countries.
