The foregoing parts of this report have repeatedly emphasized the ubiquitous role of trade in virtually all co-operative programmes suggested for Eastern Africa. Co-operation in trade is not therefore to be viewed in isolation from co-operation in the other sectors, whether in industry, agriculture, energy, transport and communications, or human resources. The dominant theme as far as co-operation in trade is concerned is not that sub regional trade liberalization will of itself create the necessary environment for accelerated economic development or even greater intra-sub regional trade, but that it is an indispensable instrument in virtually all programmes of co-operation for development.
