Public Lecture to George Washington community by Carlos Lopes UN Under-Secretary-General and Executive Secretary of the ECA. His Topic: Africa’s structural transformation imperative. Africa’s narrative is changing. There is no doubt that the continent has stepped into a new and higher growth trajectory. Many think it is not that important for more intellectually prepared actors, who could after all adhere to a new narrative because they are well read or informed. For many Africans though, there is credence that their achievements are not globally recognized, or they are ignored or misconceived. Because of its dependency on imports and its reliance on commodity and natural resources exports and on a small number of buyers for its exports, African countries are highly exposed to volatility and trade shocks. The impact of these shocks are often aggravated by Africa’s underdeveloped domestic financial systems and low institutional quality. Most African countries are net importers of commodities and are, therefore, set to gain from lower prices.
