Rural poverty is the main feature of poverty in North Africa and prevails mostly among women. Though rural women are key to the survival and management of the household, accessing productive resources in general still represents a persistent challenge for them. ECA - through its Office for North Africa – has contributed to research undertaken on this particular topic through the recent publication of a regional study entitled "Improving access to finance for the empowerment of rural women in Africa North: Best Practices and Lessons Learned.” It covers Algeria, Egypt, Morocco and Tunisia. In its conclusions, the study underscored the urgent need for the region to strengthen the implementation of national policies so as to enforce equality. Women’s economic empowerment and their mere participation in a microfinance programme sponsored by a given credit association does not necessarily pave the way for their social and political empowerment. The study cautioned that questioning women’s rights in the current North Africa political context will have a more negative impact on rural women and make even more complex and thorny the issue of development and social justice.
