Technical Co-operation among developing countries (TCDC) is seen as an operation designed to satisfy a predefined set of objectives for examples the promotion of a self-reliant and self-sustaining economic system. The Lagos Plan of Action and the programme for the Implementation of the Industrial Development Decade for Africa (IDDA) are based on the twin principle of self-reliance and self-sustainment both at the national and multinational levels. The programme for the IDDA calls for a rapid build-up of technical knowledge of the natural resources/raw material base at the national, subregional and regional levels to establish complementary relations in their exploitation and development and in particular to facilitate a wider range of production of goods and services.
