During this phase the development of the movement could be considered through para co-operative organizations the Societies, Indigenes de. Prevenance, indigenous providence societies (SIP) and the Societies mutuelles de production rural, mutual rural production societies (SMPR). During the period, attention was focused on production and marketing to the detriment of those responsible, for production; consequently, there was no improvement whatsoever in the living conditions of rural people.
