Ministers of Trade from countries that are beneficiaries of the Africa Growth and Opportunity Act (AGOA) said in Lusaka, Zambia, that despite the positive contribution of the AGOA to African economies, there are challenges that are hindering the realization of its full potential benefits. The Ministers outlined some key challenges that are limiting countries from benefiting fully from the AGOA arrangements. These include the sanitary and phytosanitary requirements; restrictive rules of origin; and product specific standards. Countries also underlined uncertainty about the future of AGOA. The AGOA Midterm Review was mandated by the African Ministers of Trade in November 2010 during the African Union Conference of Ministers of Trade in Kigali. The mandate instructs AU and ECA to assist the member States in conducting a joint evaluation and review meeting prior to each AGOA Forum with the United States.
