The Conference is the first to ever bring together over 40 Ministers from across Africa to deliberate on the way forward on civil registration and vital statistics systems. Its highlighted the challenges facing many African countries in this regard, such as lack of basic infrastructure and lack of standard and harmonized regional as well as national plans, programs and technical and operational guidelines. The systems are often limited in their reach and extent, favoring urban and surrounding dwellers over populations found in rural areas.so it pointed out the need to allocate resources and provide policy guidance on the regional and technical front, such as placing civil registration and vital statistics in the appropriate national and local administrative structures.
