Science and technology has played a major role in the socioeconomic development of the industrialized nations and the rapid industrialization of the Asian countries anchored on the systematic exploitation of their science and technology resources. Africa is faced with enormous challenges so as to realize the benefits of modem science and technology in dynamising her developmental process. This requires deliberate action beyond the cognizance of the role of science and technology in development. This document puts together the papers presented at the seminar and covers the African and Asian experience in the application of incentives. It also contains brief introductory statements on the themes selected for a deeper examination of the issues and a report of the Seminar. A table on Incentives for Science and Technology Development appears in the annex. It provides a quick and detailed reference on the types of incentives. examples of each type and their attributes covering institutional financial, fiscal honorific, manpower development, budgetary, legal and regulatory incentives applicable to African countries.
