The sample design envisaged for both censuses is a straight selection of every tenth primary sampling unit (the sub location in Kenya and the parish in Uganda )in the each district where the number of primary sampling unit selected in the sample is low (below say 20) and the variation of size between units is large the sampling errors of this methods are substantial unless ration estimation is used but in this case if the sample size is small the bias may become and impossible it is hoped to publish sample data at district level and here the sample size will be small
