The year 1991 was a difficult one for the African group of developing countries. Although civil war apparently came to an end in Ethiopia and Angola, the situation in the two countries has still not yet settled down. At the same time, outright war raged throughout the year in Somalia and armed conflict lingered on in Liberia, Mozambique and the Sudan. In addition, there was a renewed flare-up of violence in Chad and civil disturbances engulfed other countries, such as Benin, the Central African Republic, the Congo, Madagascar, .Rwanda, Togo and Zaire. This troubled political situation had a high cost in economic terms, with normal activity being interrupted at times in some countries for months, not to speak of damage to plant and infrastructure. This 1990-1991 edition of the Survey of Economic and Social conditions attempts to give pertinent analyses of the developments during those years and forecasts of conditions in 1992.
