Economic performance in the year now ending has regrettably conformed to our pessimistic forecast. The African economy expanded by 4 percent in 1983 some measure of recovery has taken place in the OECD countries but this has been too modest and has come rather too late to have had any significant impact on demand for Africa’s major export .
