Geodetic control is used as a base for topographical surveys and for various branches of economics. The topographical features, the scale of mapping, the technical and economical possibilities, the time available and some other factors one or another variety of geodetic system is to be chosen. Over a rather extensive area it is reasonable to establish nets of several orders: a first order net which secures a common system of coordinates over the whole territory and is assumed datum for the later development of geodetic control; the second order net intended for filling in the first order net and if necessary a third order net.
