An Atlas, in the generally current sense of the term, represents in the form of maps the physical, biological and human characteristics of a territory. The presence of a fact or a relation in the area covered, and direct or indirect relationship with it, confers on it a strictly speaking geographical character. The cartographic expression is only a means, but it is the means special to the geographer. The production of national atlases has been for some years regarded as one of the activities of the geographical section of ORSTOM. This section has, no intention of taking over all the atlases in course of execution or planning. The decision to produce them at all falls to the authorities of the countries concerned.
