Governance has gained wide acceptance in the very recent past as an explanatory and causal variable for and understanding the African Condition. While there is an emerging consensus that good governance is necessary and central to Africa's development. The consensus on the scope and the full complement of parameters are yet evolving Part of this emerging consensus is the notion that good governance is not possible without a democratic polity. As a consequence, democratic regimes are seen as necessary for providing an enabling environment for Good Governance. It should be stated from the outset that while democracy is a necessary condition for good governance. it is not a sufficient condition. To put this in historical context, the evolution referred above is primarily due to serious attempts by Africanists to understand and explain the perplexing and dismal socio-economic conditions in Africa since independence.
