This document was then, submitted. to the,' National Assembly and adopted by it on 16 December I960. It is Worth stating at the outset that the first plan did not embrace all the sectors of the national activity. Further, the objectives of production were not always very explicitly stated. This explains the difficulty comparing the achievements of the five-year period covered by the Plan with the forecasts made often very partially and not in keeping either with the new situation created by the birth of the Cameroon Federation. The first plan (1961-1966/67) was regarded as a stage in the implementation of this long-term policy of doubling the average individual income.
