Territorialization of industrial policy and inclusive growth in North Africa

Industrialization remains a priority for North African countries, although not all countries have experienced the same trajectory. Whereas Egypt, Morocco and Tunisia have been able to boost their industrial fabric and export industrial goods, the economies of Algeria, Mauritania and Sudan are still dominated by natural resources. The report deals with the contribution of industrial policy to more inclusive economic development. It also examines the territorializing of industrial policy in order to understand the extent to which the inclusion of the territory in the design, implementation and management of industrial policy can generate inclusive growth. This report is the first step in a work program initiated by ECA, through its sub regional Office for North Africa. Its purpose is to analyze the extent to which the territorializing of industrial policy can not only accelerate the process of structural transformation of countries of the sub region but also contribute to more inclusive growth.
