dc.description.abstractThis document focuses on making everyone visible: Why improving civil registration and vital statistics systems in Africa is important. Many Africans are born and die without leaving a trace of any legal record and official statistic. This is because the majority of African countries do not have functioning civil registration and vital statistics (CRVS) systems that can adequately account for the births, deaths and other vital events that happen in their territories. This has been referred to as the ‘scandal of invisibility. very few countries have maintained a comprehensive and complete CRVS system to international standards; one that can contribute to building a modern public administration, upholding human rights and supporting national development.en
