Statement made by Professor Adebayo Adedeji during a formal opening of the 20th session of the commission and 11th conference of ministers. It analyzed at great length the nature and causes of the economic crisis of 1984, which he described as Africa’s worst economic year since the Great Depression of the 1930s. He highlighted
the stipulation of the ECA Special Memorandum,
which put forward measures, in concrete terms for dealing with its multidimensional, complex and interrelated
aspects, with the drought related emergency

as well as with short and medium term development issues. It also identified the international support measures
required by Africa to contain the emergency and pull it out of the economic crisis it had found itself.
