The experience of Mali is a pointer to the challenges facing poverty reduction efforts in a country where over half the population live below the poverty line. The national context of poverty reduction efforts derives from a phase of consolidation and deepening of the changes. These changes have been witnessed since the early 1990s in the political, economic and institutional realms and support international commitments pertaining, in particular, to the poverty reduction dimensions of the Millennium Development Goals (MDGs) and the New Partnership for Africa's Development (NEPAD) initiative.
