dc.description.abstractThis paper focuses on using the intellectual diaspora to reverse the brain drain: some useful examples at regional conference on brain drain and capacity building in Africa. The Human Capital Approach holds that the educational qualifications, abilities, skills and competencies that an individual possesses represent his/her human capital. Governments invest in this human capital through training and education and expect a return on their investment when the individual becomes economically active and start paying taxes, etc.en
