The April 1996 consultation among Africa's development partners convened by the ECA endorsed its role as a think tank for the continent's economic and social advancement. Participants agreed that by facilitating consensus- building around central development issues, the ECA could enhance the impact of development assistance. By undertaking development research, promoting knowledge and information -sharing, the ECA could also assist governments in making more informed and considered decisions. The document describes the overall problems to be addressed, objectives and brief descriptions of each project. The projects are selected to focus on Africa's most critical development challenges. This publication should be read in tandem with "The ECA and Africa: Accelerating a continent’s development ", which gives a more comprehensive overall background against which the projects in this report are developed.
