The purpose of this memorandum is first to analyse the existing customs procedures and practices with a view to identifying the main problems confronting the member States of Eastern and Southern Africa in their co-operative efforts. The memorandum also highlights the main provisions of the Draft Protocol relating, to Customs Co-operation against the background of identified problems.
