Regional Development faces fundamental challenges in Ethiopia. While it is now possible to begin to identify the needs that have to be met at the sub-national level for economic and social development to occur, the realities of a lack of capacity at the regional, zonal and district level will not, as of, now, allow these development goals to be achieved. It is inevitable that regional development is described separately in analytical terms from broader social and economic policy changes. However, the two are completely integrated in reality. Economic and social development cannot occur parallel with regional development. Rather at least some of the organizational arrangements and institutional development of regions will have to be put into place before economic development activities can be affected at the sub-national level.
