This paper focused on WFP had demonstrated that it could make rational use of the food surpluses resulting from certain agricultural policies in Western countries, and therefore the international community, including the developing countries, should contribute to WFP’s food supplies; that type of aid was all the more justified since it lent itself to the mobilization of, the under employed and unemployed and helped to stimulate local efforts with a view to rural development.
