This booklet of guidelines aims to address one of the challenges of many gender budgeting initiatives. This is to move forward beyond initial sensitization and analysis of existing budgets to integrate gender in the evolving technical and institutional routines of budget preparation and execution. The guide provides a common frame of reference to different categories of actors in the policy processes. As such it necessarily goes over ground that has been covered by other guidelines, to which it is complementary. The guide provides specific pointers to where and how a gender approach is both intrinsic to and adds value to an outcome focus and to the search for efficiency/effectiveness and equity in policy and budgetary choices. The guidelines give an overview of the entry points for using gender analysis and having a gender- inclusive approach in the context of aligning budgetary choices more closely to policy objectives and tying the monitoring of execution to progress in achieving the targets set. It highlights what needs to be done to invest in appropriate planning and monitoring tools to achieve policy outcomes and goals.
