UNECA has developed a long history of collaboration with SADC, in harmonizing
policies and programmes of action, providing policy advisory services, facilitating and serving
as convener for policy dialogue. Further impetus for strengthening UNECA and SADC
collaborative relationship also arose from the SADC New Partnership Framework outlined in
the Windhoek Declaration, which desires a stronger and more effective partnership. The Operational
framework identified a number of demand-driven areas for cooperation, including
addressing issues of regional integration and infrastructure (i.e. transport, water and energy),
capacity building and human resources development, issues related to gender, ICT and governance
and resource mobilization for regional multi-sectoral projects and programmes.
