After the entry into force of the Abuja Treaty on 12 May 1994, it became necessary to continue with the drafting of the Protocols to be annexed to the Treaty, submit the said Protocols for consideration and approval by the Permanent Steering Committee of the Organization of African Unity (OAU), prepare an abridged version of the Treaty as well as the draft rules of procedure of the Economic and Social Commission as provided in Article 15 of the Treaty and consider new organizational structure grouping OAU and the Community.
